ETA...I pasted that part number into ebay and found this. Looks like what you describing. It not a true gm product. gm's lock box has a 4 digit combination.

I don't see why this wouldn't work, so long as the lock doesn't fail in the locked position. The lock would easily be replaced. I would've used it, if the knock-offs were available back then...

I presume you went with the PPE filter after you did the fuel coolant pump relocate? How’s it been so far? I’ve eyeballed that mod for a while, as, like you, I’m underwhelmed by the stock filter size. Lots of folks on other forums are very opinionated about the PPE filters, though (and oil and filters in general) and it’s kind of hard to separate the wheat from the chaff. Interested in your first-hand experience.

PPE also has another smaller oil filter on their website. It is bigger than the stock AC delco and you won’t to relocate since the PPE will fit.
