Need help on tire size

I have a 25 1500 at4 with a leveling kit and mudflap delete.
I have fuel rebel wheels 20x9 -1 and the tires on it are too small.
What is the largest size at tire I can run that will NOT rub whatsoever? 80% highway 20% off road. The off road is pretty rough. Not worried about brand just want to know the size that wont give me any issues.

I want more height over width
