Isn't there a service bulletin that dealerships use to diagnose/troubleshoot various issues?
Yes, there is a service bulletin released by gm for issues that arise.
Every issue will have its own service bulletin and then be amended as new info comes along.
For example here is the service bulletin for your truck in regards to the tailgate switch...
